T1  - Erarbeitung von Bewertungskriterien und Innovation des bestehenden Bewertungsprozesses zur erfolgreichen Fördervergabe der steirischen Wirtschaftsförderungsgesellschaft
N2  - Die stetige Anpassung und Adaptierung der Produkt- und Dienstleistungsportfolios von Unternehmen ist heutzutage von zentraler Bedeutung, um am Markt bestehen zu können. Damit einher geht die Wichtigkeit von Innovationen. Mit dieser Tatsache sehen sich auch sehr viele kleinere und mittlere Unternehmen (KMU) konfrontiert, welche 99,6 % aller Unternehmen in Österreich ausmachen. Um KMU in der Steiermark zu unterstützen und dadurch wichtige Akzente für die Weiterentwicklung der steirischen Wirtschaft zu setzen, werden von der Steirischen Wirtschaftsförderungsgesellschaft (SFG) im Rahmen des Förderprogramms Ideen!Reich XL Innovationsvorhaben steirischer KMU gefördert. Das Ziel dieser Arbeit ist die Erarbeitung von Bewertungskriterien für Innovationsvorhaben von KMU sowie das Ausloten von Möglichkeiten, wie Bewertungsprozesse optimiert werden können. Im theoretischen Teil dieser Arbeit ist die österreichische KMU- und Förderlandschaft beleuchtet. Nachfolgend wird auf den Innovationsbegriff eingegangen, um dann spezifisch die Bewertung von Innovationsvorhaben von KMU zu behandeln. Ebenfalls widmet sich diese Arbeit der Entscheidungsfindung und ausgewählten Methoden der Bewertungs- und Entscheidungsunterstützung. Das Ergebnis dieser Arbeit sind Bewertungskriterien von Innovationsvorhaben von KMU sowie drei adaptierte Modelle, um eine geeignete Grundlage für die Entscheidungsfindung zu schaffen. Im empirischen Teil dieser Arbeit ist die SFG vorgestellt sowie der aktuelle Bewertungsprozess und die verwendeten Bewertungskriterien beschrieben. Die theoretisch erarbeiteten Bewertungskriterien sind empirisch erforscht sowie das Modell der Bewertungsunterstützung identifiziert, welches das größte Potenzial für die SFG aufweist. Das Ergebnis dieser Arbeit stellt eine auf die Bedürfnisse der SFG zugeschnittene Nutzwertanalyse mit angepassten Bewertungskriterien dar, welche die Möglichkeit bieten soll, der Entscheidungsfindung zu mehr Objektivität zu verhelfen. Zusammenfassend geht die Erkenntnis hervor, dass die Bewertung von Innovationen ein sehr komplexes Vorhaben darstellt und es keine ideale Lösung gibt. Jedoch ist es möglich, mit dem Einsatz eines adäquaten Bewertungsverfahrens und den richtigen Bewertungskriterien sich dieser Idealität ein Stück weit anzunähern.
N2  - The constant adaptation and adjustment of the product and service portfolios of companies is of central importance today in order to be able to survive on the market. This is accompanied by the importance of innovations. Many SMEs, which account for 99.6 % of all companies in Austria, are also confronted with this fact. In order to support SMEs in Styria and thus to give the main points for further development of the Styrian economy, the Styrian Business Promotion Agency (SFG) supports innovation projects of Styrian SMEs within the framework of the funding program Ideen!Reich XL. The aim of this thesis is to develop evaluation criteria for innovation projects of SMEs and to explore possibilities how evaluation processes can be optimized. In the theoretical part of this work, the Austrian SME and funding landscape is examined. Subsequently, the concept of innovation is discussed, and then specifically the evaluation of innovation projects of SMEs. Likewise this work dedicates itself to the decision making and selected methods of the evaluation and decision support. The result of this work are evaluation criteria of innovation projects of SMEs as well as three adapted models to provide a suitable basis for decision making. In the empirical part of this thesis, the SFG is presented and the current evaluation process and the evaluation criteria used are described. The theoretically developed evaluation criteria are empirically investigated. Moreover, the model of evaluation support is identified, which has the greatest potential for SFG. The result of this work represents a utility analysis tailored to the needs of SFG with adapted evaluation criteria, which is supposed to establish a decision making process that is far more objective. In conclusion it can be said that the evaluation of innovations is a very complex undertaking and there is no ideal solution. However, with the use of an adequate evaluation procedure and the right evaluation criteria, it is possible to approach this ideality to some extent.
